Problem Statement:

There are rampant cases of SGBV with women aged 15-49 years normalizing it, 43% believe that husbands are justified to beat their wives (KDHS 2022). Despite the legal frameworks for SGBV, Kisumu has seen an increase in teenage pregnancies at 11% and SGBV at 59% (NCPD). This affects adolescent girls and young women aged 15- 29 years, most of which are forced into marriages due to poor economic status of their parents. Normalization of SGBV has weakened the referral pathway with kangaroo courts being rampant and limited functional police gender desks, leading to increased unreported cases, limiting access to justice.

Innovation Description:

Niko Informed aims to integrate and disseminate by-laws, policies and legal frameworks on SGBV by translating them into local dialect (Luo) and local slang (mixture of Kiswahili and English) that resonates easily with the community and to improve their understanding of them. By empowering young people aged 15-29 years from Kisumu East, West and Central as Niko informed champions, adolescents and Youths will be educated on the by-laws, policies and legal frameworks on SGBV with consent as a big factor and the proper referral pathway for SGBV cases with the aim of highlighting the negative effects of kangaroo courts in accessing justice.

Niko Informed, through a partnership with National Council for Population and Development (NCPD) will develop data collection tools, data collection questions for the Focus group discussions and Key Informant Interviews, conduct data collection and analysis on the barriers hindering adolescents and Youths from accessing justice through the proper referral pathway. By building this evidence, Niko Informed will engage with Key Policy and decision makers from Kisumu East, West and Central to disseminate findings and influence change.

Uniqueness and Innovation:

Translating policies, by-laws and legal frameworks on SGBV to local dialect and local Slang to ease understanding of all community members. This will enrich the community at large with the accurate information on SGBV

The project will credibly build evidence which will be leveraged on for advocating for change by engaging Key policy and decision makers from those regions. By partnering with NCPD to develop data collection tools, conduct the research, analyze data that would be leveraged on during the advocacy meetings

Impact and Scalability:

With the support and partnership attained, Niko Informed will capacity build young people as Niko Informed Champions to educate their peers on SGBV with consent as a big factor and the proper referral pathway for SGBV cases. Translating the by-laws, policies and legal frameworks on SGBV into local dialect and local slung will ease understanding among adolescents and Youth and the community. With evidence-based advocacy, through the surveys conducted in partnership with NCPD, Niko Informed will identify gaps in the referral pathway and enable co-creation of solutions. Through this, adolescents and Youths will be empowered with accurate information on SGBV to make informed choices and access justice by following the proper referral pathway.

Scalability:
Wife beating and kangaroo courts have been normalized in most counties in Kenya thus weakening the referral pathway. Translating the legal frameworks, by-laws and policies on SGBV into local dialect and local slang can be used to educate adolescents and Youths not only in Kisumu County but the entire country on the government guidelines against SGBV and the referral pathway to strengthen legal access to justice. The surveys can also be conducted in all counties to access and identify gaps in the referral pathway.

Implementation Plan:

Month 1
Activities;
1.On-boarding 2 translators, translation of the By-laws, legal frameworks and policies on SGBV, designing of the posters, flyers and brochures and printing them out at ksh. 50,000

2.Visit NCPD office to develop data collection tools and questions for the Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs)

3.Conduct a three-day capacity building workshop for 15 young people as Niko Informed Champions on SGBV, by-laws, legal frameworks and policies on SGBV, data collection, communication and facilitation skills at ksh. 150,600

Month 2
Activities;
1.Support the 15 Niko Informed Champions to facilitate 6 Niko Informed Chat Corners on SGBV targeting 180 adolescents and Youths at Ksh. 72,000

2.Conduct 10 Focus Group Discussions targeting 200 adolescents and Youths and 10 Key informant Information with gender officers from police Station in Kisumu East, West and Central at Ksh. 107,400

3.Distribution of the Posters, Flyers and brochures

Month 3
Activities;

1.Conduct advocacy meeting with Key decision makers from Police stations and Local chiefs from Kisumu East, West and Central to disseminate the findings and co-create solutions at Ksh. 120,000

2.Disseminate the findings through digital and social media platforms, that is; Local Radio Stations, x, Facebook, Instagram and Tik Tok.

Risk
The community unwillingness to accept the exisiting legal frameworks and proper referal pathways of SGBV cases because of normalization of Kangaroo Courts.

Solution
Education and distribution of the translated IEC materials on the existing legal frameworks and proper referal pathways of SGBV cases will ease understanding and acknolwdgement of community members.
